+1 to everything Niklas said. This sounds like an interesting problem.

I just wanted to add that if you want to report anything in the short term,
you can report it for iOS WKWebView on the webkit issue tracker
<https://bugs.webkit.org/>, and on the Chromium issue tracker
<https://issues.chromium.org/> for Android WebView. One interesting
challenge here is that particular apps will likely want control over this
behaviour, so while adding PWAs could be explored generally, you may find
that particular apps like the Facebook app may ultimately still want to
disable that behaviour.
