WebView CG new charter & 2023 meetings

Hi everyone,

I just wanted to give a quick update on the status of the Community Group.

The re-chartering <https://github.com/WebView-CG/charter/issues/11> process
has been completed, and we are officially using the new charter
<https://github.com/WebView-CG/charter/blob/main/charter.md>. I look
forward to collaborating with all of you in finding solutions for WebView
issues & challenges.

I've set up this repo <https://github.com/WebView-CG/explainers> for
explainers that we can use for tracking submissions. Please follow the
issue template for the explainers, or alternatively link to your own repo
that contains the explainer.

I also set up a meeting for next Wednesday for anyone interested to go over
these changes and the new processes, you should receive the invite to the
event shortly (if the time doesn't work please reach out, we can set
something else up).

As for the meeting cadence/timings, some of the feedback we received is
that the times are not suitable for most people. This is to be expected
considering we have members from all over the world :)

Starting January 2023, we'll go back to our bimonthly meeting on every 1st
and 3rd Wednesday, alternating between 8:00 UTC, 14:00 UTC, 17:00 UTC.
Hopefully at least one of those should work for everyone.
