I agree with you. Since requirement document is almost mature to be published, it will be enough to finalize this document by April 2013.
For that, we need to enhance the current texts rather than focusing on developing another requirements.

It will be helpful to startup if there is base material.

Yes, I think so too. I think all system don't need to satisfy all requirements, and it's up to implementer's decision.. or service provider's.
