Personally, I’d also prefer to keep the proposed WG scoped as currently defined in the charter [1].

The more exploratory nature of the screen-less work would suggest the Community Group would be a better fit for this currently. After the WG kicks off, we should revise the CG charter as well, and this would be one possible CG deliverable to be added (along with related use cases and requirements, as usual).

If the incubation in the CG goes well we could consider elevating the screen-less work item to the WG.
