WebRTC September 2017: Date and time

Hi all,

based on the doodle input [1] we've picked

*September 5, 15:00 - 16:30 UTC*

for the September 2017 meeting. The focus will be on resolving webrtc-pc 
issues standing between us and transition to CR (look for github issues 
labeled "Resolve before CR").
