It is a bit unclear on the exact split between webrtc-pc and webrtc-stats,
so let me attempt to make a concrete proposal to remove the 8.6 Derived
Stats Dictionaries from webrtc-pc. This would allow webrtc-stats to extend
the RTCStatsTypes and the derived stats would all be in one place.

I suppose webrtc-stats can explicitly only say do not reuse the
identifiers to mean
something else.

More concretely, AFAICT the IETF XRBLOCK WG decided to send their
recommendations to this list and not create an IANA registry.
