I think it should be documents  in the W3C stats spec.

2. Assuming we decide on an MTI list and a list of additional metrics. What would be the procedure to add metrics to any of those lists, or move them from additional metrics to MTI.

And more importantly, make sure that extensions stats developed in different places don’t use the same name for different stats.
