Provide interfaces that enable the conveyance of parameters necessary to
establish peer to peer connections, based on the protocols selected by
(ietf rtcweb wg)

As long as the lie is acknowledged (this is so ingrained in the culture
that it is usually implicit at the ietf), I'm fine with whatever you think
works here. The only outcome I'm interested in is the one that lets us
finish our work here.
