CfC ended: publish FPWD of Identifiers for WebRTC's Statistics API; respond by 10 Oct 2014.

Hi all,

this CfC has ended, and no concerns were raised. I'll now coordinate 
with the Editor's and the team for the transition - hopefully we'll make 
it before the Publishing moratorium for TPAC.
