Consensus to publish FPWD of MediaStream Recording document from Stefan Håkansson LK on 2013-02-01 (public-webrtc@w3.org from February 2013)

Based on the responses to the CfC to publish a FPWD of the MediaStream 
Recording document ([1][2]) the chairs find that the there is consensus 
to do so.

So we will now issue a transition request for the document.
