Material for discussing scoping for version one

Hi,

I am attaching a pdf listing the things those who had the action ([1]) 
came up with.

As there are implementations out there, and WebRTC is being used in the 
wild, our view is that a first last call should not be pushed too far 
into the future; we propose end of Q1 2014 (March 31st) as tentative 
target for going to LC.

With this as background it is quite obvious that we should target to 
include only things that are quite well understood, and that we can not 
do without in the first version. So what we've put up as a starting 
point for the discussed features is "Not in 1.0". This will be discussed 
on Thursday, but we encourage list discussion before that.

Another thing that should be discussed, preferably before the meeting, 
is if there are features that are missing in the list - so please bring 
up those.

The last part in the list (under the "Media Capture parts" heading) will 
not be discussed at the meeting (since it is not a Media Capture TF 
meeting) but is included for completeness.

There is also the opportunity to comment directly in the source file [2] 
for those who want to - we will read comments before the meeting
