Fwd: New Version Notification for draft-alvestrand-constraints-resolution-01.txt

I've updated the draft about resolution constraints, including adding a 
chapter about scenarios where one would want to change a video stream's 
resolution, and how it can be done.

I hope it's clear why I think we should be able to change resolution 
constraints on a remote stream.

Abstract:
    This document specifies the constraints necessary for a Javascript
    application to successfully indicate to a browser that supports
