Since this document discusses the binding between SSRCs and media stream

As directed in the Paris IETF meeting, this draft now tries to be a more 
generic mechanism with a specific specified application to media streams.

It is still marked with "comments to RTCWEB, please", but it is up to 
the chairs which group (if any) should adopt it as a WG item.
