New version of webrtc spec

There is a new editor draft of the WebRTC spec at 

http://dev.w3.org/2011/webrtc/editor/webrtc.html

This version has a pretty major rewrite to put in the API from the draft-ietf-rtcweb-jsep draft. 

As with any major rewrite, I have probably introduced a bunch of errors. There are many open issues to deal with. My plan was to try and make sure people were eOK with the big overall flow and adjust the PAI on the course scale. Once we seem to have that pat stable, then I planed to move onto the finer details of the complex parts of the API then after that,  finally deal with the all the error handling and edge cases.
