I remember a friend of mine claiming that "the reason IETF specs are so 
much better than ISO specs, the IETF goes for the intersection, while 
ISO goes for the union".

In this particular case, there is one prominent salient feature of the 
specs (the calling pattern), and I think choosing both would be a worse 
choice than either.
