My apologies - the new mail program in mountain lion sends email while you are fixing the spelling if you accidentally cut out all the words that are spelled wrong. What I was trying to say was 

Given that this work depends on the data channel work in the IETF, I have a hard time seeing how this could be finalized sooner than that.
