[webrtc-rtptransport] Don't automatically use a Wake Lock (#104)

There is already a Wake Lock API (https://developer.mozilla.org/en-US/docs/Web/API/WakeLock), so we don't need to automatically have RtcTransport use one.   There are use cases where it's annoying to have the Wake Lock (you want to have a background connection to a server that doesn't keep a laptop from going to sleep).
