Re: [webrtc-stats] Add definitions of corruption detection measurements (#788)

In the sense that _if_ you have decided to implement support for that extensions and have negotiated it for a particular RTP stream, then it makes sense to me to say that we should surface the stats value for it. Do you have a different formulation in mind you think is more suitable?
