If we allow setParameters() to enable a disabled codec (https://w3c.github.io/webrtc-extensions/#dom-rtcrtpencodingparameters-codec), the only missing piece is discoverability. And in simulcast, we deferred discoverability to MediaCapabilities (ask, and you shall learn).
