I think there is a use case for FIR/PLI handling. I initially thought there would be a similar need for congestion control but I wonder how much this could be dealt only by the UA monitoring the change of bandwidth induced by the transform (see also https://github.com/w3c/webrtc-encoded-transform/issues/50#issuecomment-1715996471).
