Regarding construction, 4.4.1.1 (the constructor), step 11 says: > Let connection have a [[Configuration]] internal slot. Set the configuration specified by configuration. Which references 4.4.1.6. Regarding empty URLs, step 4.4.1.6, 10.4 says: > If urls is empty, throw a SyntaxError.
