To me the best solution is the obvious and previous one: once a user has granted permission, enumerateDevices() is allowed. Perhaps I would be more amenable if you could explain why we are not just doing this? We are only starting to explore the negatives of requiring a device to be successfully opened first; it sounds like you are hoping this adds some value in some way and working hard to retain this.
