sorry, I was confused. There is still something platform-bound here, the localization of JS strings - can you share more about the status of adoption of the [Localizable](https://www.w3.org/TR/string-meta/#Localizable-String-Dictionary) pattern in WebIDL specs?

(my recollection from previous discussions on this is that OS themselves don't really provide localization information on the underlying device information, but I'll need to dig this back from our 2015 discussions)
