@rshpount, I apologize for not responding to you directly, but I think my comments to @fippo's message, which came first, cover your concerns as well. That is to say - the approach you propose has its own flaws, e.g. (1) the time required to respond to changes, or (2) the need to bake this important functionality into all JS applications. BWE and target-bitrate adaptation, for example, are done by the UA. It would be bad for the Web to require JS apps to bake that into their JS code.
