I still don't know whether such a encoding needed `minBitrate` must be compared to the **total** available BWE ro just to the "fraction" that corresponds to that specific encoding based on... on things. I mean: the assigned bandwidth of which encoding the browser should reduce if there are network issues/limitations? To clarify.
