What convinced me to not pursue this is @taylor-b's [comment](https://github.com/w3c/webrtc-pc/pull/1466#issuecomment-315227981). The scope of createOffer isn't to discover whom you're dealing with, rather just to discover which machines will be involved. Specifically: apps are generally on both sides of a connection, and should know which side intends to send what ahead of OA. I could be wrong about this, of course.
