For aid in getting some closures...

should the chairs dump a list of items with "list discussion needed" on 
them to the list, and state their belief in what the chairs think is the 
state of play on each (including "this seems to have consensus, let's 
send it for editing")?

List discussion seems to rarely take on a life on its own.
