Adding a Table of Contents

Hey all,

I wanted to add a Table of Contents to the Pointer Events Primer [1] and tried adding "__TOC__" and "__FORCETOC__" as described in Wikipedia's documentation [2].

Am I just doing this wrong (I'm new to MediaWiki) or is the Table of Contents functionality possibly just not enabled for http://Docs.WebPlatform.org?
