global nav categories (content/issues/14)

Hi, Lea:

Thanks for implementing the global nav on the project.* space! I saw that
you added the "Issues" category. I'm wondering if we don't want to make that
"Project," since we're encouraging folks to go there for their dashboard,
design discussions, and so on. If that sounds good to you and others, I'll
update the bug to request that we add the "Project" item to all of the
global navs.

Also, I wanted to call out that we're not going to point to forums anymore,
so we should update Discussion to point to http://talk.webplatform.org
<http://talk.webplatform.org/> , and not http://talk.webplatform.org/forums.
