Community Development Task Force redux

Hello!

The Community Development Task Force [1] needs to meet to discuss itself,
its meetings, doc sprints, and planning.

If you are involved in community outreach activities for WPD, please plan
to attend this meeting so we can coordinate disparate activities and survey
the work before us. If you're not yet involved, but would like to be, we
greatly appreciate your participation and welcome you!
