[w3c/payment-handler] Issue with canMakePayment Returning False on Android Device in Chrome (Issue #422)

Hi team,

We are currently conducting tests on the Payment Request API using Payment Handler API and have encountered a specific scenario where the canMakePayment function consistently returns false for Chrome on an Android device. This issue is occurring only in this combination, and it prevents the payment flow from proceeding as expected.

We have already opened a ticket with the [Chromium](https://issues.chromium.org/issues/417454274) team to investigate the underlying cause of this issue.

Have any of you experienced a similar situation? Any insights or suggestions would be greatly appreciated!
