[w3c/payment-request] Update transient activation to match WebKit (#961)

Update the spec to match what WebKit does. We can then update Chrome to match.

The following tasks have been completed:

 * [ ] Modified Web platform tests (link)
 * [ ] Modified MDN Docs (link)
 * [ ] Has undergone security/privacy review (link)

 * [ ] Edge (public signal)
