[w3c/payment-method-basic-card] Dependencies section no longer needed (#83)

Payment Request spec now exports all the IDL things we need, so the Dependencies section can be removed, and the appropriate dictionaries can be linked to directly via the `{{Whatever}}` or `{{Whatever/member}}` syntax.
