[w3c/payment-request] Fix #779 : Confirm test and specs align (#784)

In this issue, we need to make sure that the tests listed in the spec and the actual tests in the test suite align. This documentation provides the information about if all tests in the test suite are in the spec or if there are tests listed in the spec that don't actually link to anything. @marcoscaceres Please review.
