If this is the case then who is supposed to identify the fact that the card has two networks?

How is this done today with regular card forms?

I suspect that given this is a region specific requirement I suspect it will need to be solved by the merchant. i.e. When they get the basic-card response they will need to to perform the same logic they would use for a regular card capture form today to determine if the card has multiple networks and if so, prompt the user to select one.
