[w3c/payment-request] Editorial: Reuse "digital goods" (#636)

The phrase "digital goods" is used in the abstract: "This specification standardizes an API to allow merchants (i.e. web sites selling physical or digital goods)..."

This proposal is to reuse the phrase "digital goods" where that is most relevant: in the definition of requestShipping. The proposed edit allows a reader to search for the phrase "digital goods" in the spec and find what flag to set when selling digital goods.
