[w3c/payment-request] WIP: add constructor to PaymentAddress (#654)

Seeking initial feedback on this spec text:

* Defines model for "physical address", reusing existing text.
* Defines constructor
* Now exposed in Workers 
* Defines AddressInit dictionary
