Re: [w3c/webpayments-payment-apps-api] Payment App Decline (#92)

I'll go ahead and lump this into the same topic. What information will the mediator provide to the app towards this end? A referring URL would be a minimum, but other user data could be useful as well, but I'm not seeing such data passed to the payment app.
