FYI, @ianbjacobs and I have talked to @adamroach, who has stated that Mozilla won't be able to implement the `CanMakePayment` event as described in this pull request. We are sticking with filtering based on `capabilities`.

As for the `AbortPayment` event, that is not contentious, so I will split it off into a separate pull request to merge it.
