@adamroach: What about introducing a list of restrictions for `CanMakePayment? For example, we can fire `CanMakePayment` events only for handlers with URL-based payment method names. Also, we can remove "topLevelOrigin" and "paymentRequestOrigin" from the `CanMakePaymentEvent`. For "basic-card" we can define browser-based filtering algorithm.
