[w3c/payment-method-basic-card] WIP: Processing model (#39)

** THIS IS A WORK IN PROGRESS - FULL OF TYPOS ** 

Seeking feedback on the processing model - don't care about typos right now. 

This spec matches what Chrome does right now. 

Please use the examples as a guide to see all the various combinations - and what they expected result is.
