Re: [w3c/browser-payment-api] Flows issue 32 (#131)

There are two PRs out there, but both should be accepted and whilst one does change webidl, I don't believe that leaving it pending is the right approach. The concept is what the PR should be accepted on (or not) . If we change from webidl we would change one that were decided.
