I wouldn't consider creating a standard like Web Payments (which is without doubt the most complex standardization effort I have seen to date), without building mockups along the way that high-lites a particular issue or set of issues. Mockups also foster education since not all interested parties may understand the subtleties of specifications. I'm not able to "decipher" what V1 will comprise but it appears to be targeting server-wallets only, right? Then there must be a wallet discovery process. It would IMO be wrong requiring a future WG to conduct basic research so this appears to be an excellent target for a mockup + write-up.
