I went through it again w/ a fine toothed comb and tried very hard to
find something I didn't agree with. Try as I may, nothing popped up as a
red flag, or even anything close to one. I don't think it's because
we're being too timid in the charter; it's rationally aggressive.

A few minor editorial issues:

1. The image is not linked to correctly.
2. "Transactions 1.0" should be "Web Payments 1.0".
3. The charter should break the APIs out into different specs. So,
   there should be two more "Web Payments API 1.0" and
   "Web Payments Services 1.0", in addition to "Web Payments 1.0".
4. "high-evel" should be "high-level".
5. "Care Payments 1.0"... aww, I didn't know we were working on that.
    How sweet.
6. ".1 FTE" - maybe "10% FTE"?
