[use cases] Web Payments CG Use Cases 1.0 transferred

The Web Payments CG has recently made the following resolution[1]:

RESOLUTION: Publish the Web Payments CG Use Cases document as a Final
Community Group Report and transfer ownership and further development
of the document over to the Web Payments IG.

There is a small bug in the W3C CG software that's preventing the
notification of the publication of the final document from going out via
the W3C website. I'm working on that problem w/ the W3C Systems Team.
Once that's resolved, we'll be able to acquire final IP/copyright
commitments for the document through the proper W3C channels.

This last part is largely ceremonial because substantive content in the
document hasn't changed in over 60 days and the Community License
Agreement's 45 day IP release clause for all content integrated into the
document took effect during mid-November.

In short: if there were any IP/copyright issues, they resolved two weeks
ago. All that said, the Web Payments CG still plans to follow W3C CG
process and request IP/copyright release from anyone that feels their
IP/copyright was used in the document. These people include:

* All use case scribes at the Web Payments Workshop: Bryan Sullivan,
  Chaals, Erik Anderson, Ernesto Jiminez, Martin Hepp
* Web Payments CG members that provided substantive feedback on use
  cases: Manu Sporny, Dave Longley, David I. Lehn, Adrian Hope-Bailie,
  Yvgeny Vinogradov, Pindar Wong, Tim Holborn, and Joseph Potvin
* Anyone else who thinks they provided substantive input to the use
  cases document.
