[payment agent] Task Force Meeting - Friday, November 21th 2014

As announced by David, we are having our first call in the 'payment agent' task force (we kept the name at first although we will focus on the customer or user-side first).

Please send me email if you'd like to add to the agenda or change things. I am entirely new to this job so every support is appreciated.

I am borrowing the basic style from the more experienced guys.
