To add, UBL is listed as an important external reference by the External
Reviews TF [1].

It's definitely on the radar it's just not been looked at in depth yet.

To add to Manu's comments, you'll note that the capabilities document [2]
has now separated out the concepts of payment and commerce. This was
intentional and based on the feedback both you and others have provided so
thanks again.
