When I discussed this with the Chair of the UNCITRAL WG IV several months ago, he suggested that W3C's WP IG could have "observer status" in their bi-annual meetings which alternate between NYC and Vienna. It would be observer status because "participant" status is limited to government representatives (givent that governments are the constituting bodies of the UN). This is similar to participant/observer roles in ISO TC's -- basically, observers need to get participants to table their input, and voting rights are held only by the participants. Their current work is very apropos to what the W3C WP IG is working on.
