We made the following resolutions on today's call:

• Merge PR #159 to add Permissions Policy Integration and initial createContext() hooks
• Expose ML interface to Worker scope similarly to WebGPU API
• Explain in the spec intro the rationale why the primary API consumer is a JS framework, note Model Loader API as a higher-level abstraction targeting web developers
