Hi All,

Per discussion on the 13 Dec 2018 teleconference [1], this is a Call for Consensus to adopt the proposed use cases [2] (HTML preview at [3]) as a starting point for the API definition. Please respond by 20 Dec 2018 EOB if you have any concerns. Silence is considered consent to the proposal.

After we have an agreement on the use cases, the group will derive requirements out of the use cases and starts exploring possible API shapes.
